be committed to X で Xに熱心に取り組むの意味になります
（例）The president is committed to this legislation.
この形は to が前置詞となりますので、名詞か動名詞が続きます。
不定詞と間違えると動詞を続けてしまいますので要注意です。
（例）The city council is committed to preserving environment
